The P1.08 million cash returned by honest beneficiaries of Social Amelioration Program (SAP)’s emergency cash assistance is now safely kept in Lapu-Lapu City Treasurer's Office, Mayor Junard “Ahong” Chan said as it is now up to the social welfare office to decide its fate. “Ang DSWD ang magbuot kung kinsay tagaan base sa ilang records nga mga ma left-outs o naa sa ilang waiting list,” said Mayor Ahong. Mayor gave due recognition to 180 individual SAP beneficiaries who each returned their P6,000 cash benefits. “Mao kini ang mga Oponganon nga niuli sa SAP, nagpasalamat ako sa ilang pagkamatinud-anon ug pagsanong sa atoang panawagan kay sila nibati og pagpakabana sa uban nga mas labaw’ng nanginahanglan,” said Mayor Ahong. The first batch of 42 honest Oponganons tropped the mayor’s office to return the cash assistance last weekend. And the number increased to 138 individuals the other day.

“Nagkadaghan ang mga matinud-anon natong mga kaigsuonan nga miuli sa ilang SAP human sa atong panawagan. Ang inyung gibuhat makatabang kaayo og dako para ato kini i-apod apod sa mga wala nakadawat og SAP, nga mga poorest of the poor, nga maoy mas labing nanginahanglan sa hinabang,” he said in his social media post. During last week’s distribution of cash assistance, via unconditional cash transfer (UCT) and SAP, the mayor was rained with complaints regarding the questionable list of beneficiaries. They alleged that some are well-off to receive assistance, others received UCT and SAP assistance, and still others are qualified but were not listed as beneficiaries.

One of them, the mayor cited in his social media post, is Raymon Calvo a person with a disability (PWD) and who suffered depression, by having sleepless nights and not taking meals for three days, after he failed to bring home the much-needed assistance to his waiting family. So with these acts of honesty among Oponganons, returning their cash assistance, lifted the mayor’s spirit. With this the mayor reiterated his call to those who wish to return the cash assistance received, to either visit him in his office or call the City’s hotline numbers. “Manghinaot ako nga aduna pay uban nga moduol para mohimo sa samang maayong binuhatan,” mayor said. At present the Criminal Investigation and Detection Group (CIDG) of the Philippine National Police (PNP) is tasked to investigate government officers who are suspected of committing infraction in the processing and distribution of SAP in this time of national crisis.
