The National government only gave Lapu-Lapu City Mayor Junard “Ahong” Chan 68,000 social amelioration cards (SAC), minus existing household beneficiaries, and only 48,000 SAC is left for the City to distribute to the “poorest” households.

“Kini para masabtan, sa mga kaigsuonan natong Oponganon, labi na niining nagkagubot sa pagkuha sa porma niining social amelioration card,” the mayor stressed. Mayor Ahong is facing this major challenge on how to feed around 500,000 households, which he revealed in last Thursday’s Network Briefing, a National television program hosted by Presidential Communications Operations Office (PCOO) head Secretary Martin Andanar.

SAC is part of the national government’s Social Amelioration Program (SAP), facilitated by local government units (LGUs) in their respective areas. SAP is a 2-month emergency subsidy intended for the poorest of the poor affected by COVID-19 pandemic. Each intended beneficiary will fill up SAC and the LGU submits the form to DSWD for evaluation. Once DSWD approves the SAC, the qualified beneficiary is set to receive P5,000 to P8,000 cash assistance during this COVID-19 crisis.

“Tanan tawo gusto maka kuha ani,apan dili nato mahatag, ma apud-apod ang tanan,” said Mayor Chan as only few is left for them to distribute. He said the National DSWD gave the City 68,000 SAC for intended households. “Kuhaan pa na sa Pantawid (Pantawid Pamilyang Pilipino Program or 4Ps), kuhaan pa na siya pa sa UCT (unconditional cash transfer), kuhaan pa na sa senior citizens beneficiary nga nagdawat og pension,” said Mayor Ahong.

So what is left is 48,000 SAC.which is not enough.

“Dili nato mahatag, dili nato ma apud-apod ang tanan, so atong ipasabot nga ang kadtong atong tagaan ani kadto gyud pobre sa tanang pobre,” the mayor said.

Mayor Ahong also clarified that though SAP is intended for persons with disabilities (PWD), senior citizens, and solo parents, instruction from DSWD is “one cash assistance for every household. So even if these three are qualified to receive cash assistance,and even if they belong to one household, their family is only entitled to one cash assistance. “Ato lang pud ning klarohon nga ang syudad sa Lapu-Lapu igo lang nag-facilitate sa hinabang gikan sa national government, nga mi house to house ang atong mga social worker, mao na nga mohangyo lang ko sa pagsabot sa atong mga kaigsuonang Oponganon mahitungod aning Social Amelioration Program,” the mayor stressed.
